When does the .name
Second Level open?
Second level registrations on .name will
become available from 11:30AM EST on January
14th 2004.

What is the impact of
second level registrations on third level
registrations (..or... "how does it work?")?
Third level domain registrations and email
registrations will continue to be available
exactly like before. There are no changes
to the existing third level space. Opening
the second level means that additionally,
second level domains can be registered and
fully delegated to the registrant's nameservers.

Are there different
eligibility requirements for .name second
and third level registrations?
No, .name remains is a space for individuals'
Personal Names. A Personal Name may be,
without limitation, a name, nickname, pseudonym,
alias, or something an individual or fictional
character is commonly known as in its own
social context. An individual can register
a Personal Name, or a company or individual
can register a fictional character to which
it has rights. This is valid for both third
level and second level registrations. For

How is the registration
process for .name?
.name will open for first-come, first-served
registrations on 11:30AM EST on January
14th 2004, and it is a real time registration.
However, during the first three months after
opening, all registrations must be a minimum
of two years, although longer periods are
also available.

What will be the price
per .name second level domain?
The price per second level, per year, will
be the same as .COM, i.e. USD $10.00. However,
during the first three months after opening,
all registrations must be a minimum of 2
years, although longer periods are also
available.

What are the rules governing
availability of second levels?
On the Registry's side, the rules governing
the availability are (a little simplified)
the following:
- A third level domain/email is available
if a) it is not already registered,
and b) it does not conflict with a Defensive
Registration, and c) the second level
on which the third level is requested
is available.
- A second level domain is available
if a) it is not already registered,
and b) it does not conflict with a Premium
Defensive Registration or a Standard
Defensive Registration registered prior
to the second level opening, and c)
it is not already in use for a third
level domain registration/email

What about Defensive
Registrations?
Defensive Registrations already sold by
Registrars, prior to Oct 1, 2004, will be
extended to also cover the second level
namespace. In particular, the extension
will work as follows:
- Standard Defensive Registrations (of
the type "string1.string2") will be
extended, and "string2" will be blocked
from registrations on the second level.
- Premium Defensive Registrations (of
the type "string3") will be extended,
and "string3" will be blocked from registrations
on the second level.
Going forward, new Standard Defensive Registrations
will NOT be extended to the second level
as above. However, Premium Defensive Registrations
will always cover both the third level and
second level namespace.
For clarification, a Premium Defensive Registration
of "string3", will block registration of
the following third level registrations:
"*.string3.name", "string3.*.name", "*@string3.name",
"string3@*.name", and the following second
level registration: "string3.name".

You many start to manage .name domain name
on 20th January 2004 in Partner Central
using Web Address Manager. This including
whois modification and DNS modification.

and transfer of .name domain name?
Yes, the services will be available on February
2004.
